    प्रधानमंत्री नरेंद्र मोदी के ड्रीम प्रोजेक्ट में शामिल ऋषिकेश-कर्णप्रयाग रेल परियोजना पर्याप्त मात्रा में खनन सामग्री उपलब्ध न होने की वजह से लटक सकती है। अगले चार महीनों में परियोजना के तहत सुरंग खोदने का काम पूरा होने की संभावना है। इसके बाद के कार्य के लिए रेलवे विकास निगम लिमिटेड (आरवीएनएल) को दो करोड़ मीट्रिक टन से अधिक अच्छी गुणवत्ता वाली खनन सामग्री की आवश्यकता होगी।

    चिंता की वजह है प्रदेश की नदियों में मशीनों की सहायता से खनन करने पर न्यायालय की रोक लगी होना। निगम प्रबंधन को प्रोजेक्ट समय पर पूरा करने के लिए भारी मात्रा में लगातार अच्छी गुणवत्ता की आरबीएम की जरूरत है। इसके लिए निगम ने शासन से प्रोजेक्ट के आसपास की कुछ नदी क्षेत्रों में खनन की अनुमति मांगी है।

    इस मामले में आरवीएनएल के मुख्य परियोजना प्रबंधक ने सचिव परिवहन अरविंद सिंह ह्यांकी को पत्र लिखकर प्रकरण में सहयोग की अपील की है। पत्र में कहा गया है कि बड़ी मात्रा में खनन सामग्री मशीनों के बगैर जुटाना संभव नहीं हो पाएगा। ऐसे में परियोजना को समय पर पूरा करने में मुश्किल हो सकती है। साथ ही प्रोजेक्ट की लागत में भी बढ़ोतरी हो जाएगी। रास्ता निकालने के लिए संबंधित विभागों के उच्चाधिकारियों की एक बैठक कराने का अनुरोध भी किया है।

    2024-25 में प्रोजेक्ट पूरा करने का लक्ष्य

    आरवीएनएल के आधिकारिक सूत्रों के मुताबिक, ऋषिकेश-कर्णप्रयाग परियोजना को 2024-25 तक बनाने का लक्ष्य है। लेकिन परियोजना की राह में आ रही चुनौतियों के देखते हुए इसमें देरी होने की संभावना है। परियोजना निर्माण में जरूरी आरबीएम न मिलने से यह दिक्कत और गंभीर हो सकती है।

    भटनी रेलवे स्टेशन यार्ड में इंजीनियरिंग कार्य को देखते हुए ब्लॉक लिए जाने के कारण इस रूट की गाड़ियों के संचालन पर असर पड़ा है। कई गाड़ियां निरस्त की गई हैं तो कुछ का रूट बदल दिया गया है। कई गाड़ियों की दूरी भी कम की गई है।

    ये गाड़ियां हुईं निरस्त
    – गोरखपुर से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 15129 गोरखपुर-वाराणसी सिटी एक्सप्रेस।
    – वाराणसी सिटी से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 15130 वाराणसी सिटी-गोरखपुर एक्सप्रेस।
    – गोरखपुर से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 05156 गोरखपुर-छपरा अनारक्षित विशेष गाड़ी।
    – छपरा से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 05155 छपरा-गोरखपुर अनारक्षित विशेष गाड़ी।

    देरी से चलेंगी ये गाड़ियां
    – 20, 24, 27 एवं 31 जुलाई, 2023 को 13020 काठगोदाम-हावड़ा एक्सप्रेस पूर्वोत्तर रेलवे के लखनऊ मंडल पर 60 मिनट रोकी जाएगी।
    – 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को 15027 हटिया-गोरखपुर एक्सप्रेस पूर्व मध्य रेलवे के सोनपुर मंडल पर 60 मिनट रोकी जाएगी।
    इनका रूट किया गया कम
    – 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को 01748 बनारस-भटनी अनारक्षित विशेष गाड़ी भटनी के स्थान पर मऊ में यात्रा समाप्त करेगी।
    – 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को 05150 बरहज बाजार-भटनी अनारक्षित विशेष गाड़ी भटनी के स्थान पर सलेमपुर में यात्रा समाप्त करेगी।
    – भटनी से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को 01747 भटनी-वाराणसी सिटी अनारक्षित विशेष गाड़ी भटनी के स्थान पर मऊ से चलायी जायेगी।
    – भटनी से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को 05151 भटनी-बरहज बाजार अनारक्षित विशेष गाड़ी भटनी के स्थान पर सलेमपुर से चलायी जायेगी।

    इनका बदला रूट
    – सीतामढ़ी से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 14005 सीतामढ़ी-आनन्द विहार टर्मिनस एक्सप्रेस परिवर्तित मार्ग छपरा-बलिया-इंदारा के रास्ते चलायी जाएगी।

    – आनन्द विहार टर्मिनस से 19, 23, 26, 30 जुलाई एवं 02 अगस्त, 2023 को चलने वाली 14006 आनन्द विहार टर्मिनस-सीतामढ़ी एक्सप्रेस परिवर्तित मार्ग इंदारा-बलिया-छपरा के रास्ते चलायी जाएगी।
    – नई दिल्ली से 19, 23, 26 एवं 30 जुलाई, 2023 को चलने वाली 12554 नई दिल्ली-सहरसा एक्सप्रेस परिवर्तित मार्ग गोरखपुर कैंट-कप्तानगंज-सीवान के रास्ते चलेगी।

    – कटिहार से 19, 23, 26, 30 जुलाई एवं 02 अगस्त, 2023 को चलने वाली 15707 कटिहार-अमृतसर एक्सप्रेस परिवर्तित मार्ग सीवान-कप्तानगंज-गोरखपुर कैंट के रास्ते चलेगी।
    – दरभंगा से 20, 24, 27, 31 जुलाई एवं 03 अगस्त, 2023 को चलने वाली 02569 दरभंगा-नई दिल्ली विशेष गाड़ी परिवर्तित मार्ग मुजफ्फरपुर-नरकटियागंज-गोरखपुर कैंट के रास्ते चलेगी।

    रेल की पटरियों को अगर अवैध रूप से पार किया तो खैर नहीं। पटरियों पर अगर सेल्फी लेते भी दिखे तो जेल की हवा खानी पड़ सकती है। रेलवे ने पटरियों को पार करने के मामलों पर कड़ा रुख अख्तियार किया है। स्पष्ट रूप से अधिकारियों को निर्देश दिए हैं कि रेल पटरियों को अवैध रूप से पार करने वाले लोगों को रेलवे अधिनियम की विभिन्न धाराओं के तहत पकड़कर जुर्माना वसूला जाए, आवश्यक हो तो उन्हें जेल भी भेजें।

    उत्तर रेलवे के महाप्रबंधक शोभन चौधरी ने पांचों रेल मंडल प्रबंधकों व अधिकारियों के साथ समीक्षा बैठक की। बैठक में रेलपथों के निकट अतिक्रमण के साथ ही पटरियों को पार करने के मुद्दे पर चर्चा हुई। इसे लेकर चौधरी ने सख्त कदम उठाने के निर्देश दिए। कहा कि अधिनियम के तहत उन्हें जेल भेजा जाए। उन्होंने सुरक्षा सुनिश्चित करने के लिए रेलपथों के निकट हुए अतिक्रमण को हटाने का परामर्श दिया, ताकि ट्रेनों के संचालन में किसी तरह की बाधा उत्पन्न नहीं हो।
    दरअसल अतिक्रमण की वजह से रेलवे फाटकों पर भी व्यवधान होता है और ट्रेनों का संचालन बाधित होता है। इसके अलावा उच्च गति वाले रेल सेक्शन के किनारों पर बाउंड्री वॉल का निर्माण होना है, लिहाजा अतिक्रमण हटाने पर बल दिया गया है।
    बैठक में कहा गया कि रेलवे के लिए सुरक्षा सर्वोपरि है। बुनियादी सुविधाओं को बेहतर करने के विषय पर महाप्रबंधक ने ट्रैक दोहरीकरण, सिगनलिंग और यात्री सुविधाओं में वृद्धि को समय पर पूरा करने का निर्देश दिया। भारी बारिश से पटरियों पर अनेक जगह जलभराव हो जाने से कई जगह रेल परिचालन में कठिनाई का सामना करना पड़ा है।इसके अलावा बरसाती नदियों और नालों के उफान के कारण रेल लाइनों के तटबंधों में पानी भर गया है। इससे ट्रेनों के परिचालन में समस्या हुई है। बैठक में रेल पटरियों में जमा पानी को निकालने के लिए अतिरिक्त पंप का इस्तेमाल करने को कहा। महाप्रबंधक ने कहा कि हर तरह के ग्राहकों, छोटे व्यापारियों से लेकर बड़े एफएमसीजी और ई-कॉमर्स के दिग्गजों को मालभाड़ा सेवाएं प्रदान करने के हरसंभव प्रयास किए जाने चाहिए।

    ऋषिकेश के मोतीचूर वन क्षेत्र में सौंग नदी की रेल पटरी पर एक गुलदार पैसेंजर ट्रेन की चपेट में आ गया। इस दौरान मौके पर ही उसकी मौत हो गई। ट्रेन की स्पीड इतनी तेज थी कि गुलदार का शव टुकड़ों मे तब्दील हो गया। हादसे की सूचना मिलते ही वन विभाग में हड़कंप मच गया। मौके पर पहुंची टीम ने शव को कब्जे मे लेकर पोस्टमार्टम के लिए भेज दिया है। साथ ही घटना की जांच पड़ताल मे जुट गई है।

    बता दें कि ऋषिकेश से सटे राजाजी टाइगर रिजर्व नेशनल पार्क के पास मोतीचूर वन रेंज के पास ही रेलवे ट्रैक है। सुबह एक पैसेंजर ट्रेन योग नगरी रेलवे स्टेशन पर आ रही थी। वन विभाग के अनुसा, गुलदार के पटरी पार करने के दौरान वह ट्रेन की चपेट में आ गया।

    पहले भी हो चुकी जानवरों की मौत

    इन दिनों बरसात के दौरान पार्क मे मौजूद जंगली जानवर स्थान परिवर्तन करते हैं। जानवर के ट्रेन की चपेट में आने का यह कोई पहला मामला नहीं है। ऐसा इस स्थान पर वहले भी कई बार हो चुका है।

    The Indian Railways has decided to switch from a pure financial return-based assessment of bids for new projects to a more comprehensive approach that includes social and developmental impact.

    Officials privy to the radical shift in bidding norms said the Modified Economic Internal Rate of Return (MEIRR) will enable the railways to gauge the economic, social and developmental aspect of a project, allowing the national transporter to take up more projects in far-flung or low density areas.

    “We cannot continue to deny railway connectivity to people in certain regions of the country simply because there is no immediate financial return that can be assessed,” a senior railways official told ET on condition of anonymity.

    The change was prompted by a growing view within the government that an assessment based purely on the financial rate of return was inadequate and social and developmental needs of a region and its people also needed to be taken into account.

    For instance, the new passenger rail projects, such as the Regional Rapid Transit System (RRTS) in the National Capital Region (NCR), are among those that seem to have a poor financial viability but a strong positive impact on the people and surrounding areas.

    The MEIRR can be worked out at the project, zonal and national level depending on the impact it creates at different levels. This will be examined in detail before a final decision is made on any investment.

    The economic approach will assess benefits derived by comparing user benefits in ‘with project’ and ‘without project’ scenarios. It will take into account savings of travel time, vehicle operating costs, improvement in safety, pollution reduction and reduced road stress. The savings in fuel and developing road infrastructure will also be a parameter for assessment.

    The Union Railways Ministry has released an important notice regarding the revised rate list of food orders inside the trains run by the Indian Railway Catering and Tourism Corporation (IRCTC). According to the newly revised rate list, railways have removed on-board service charges on all meals and beverages that are not pre-ordered on premium trains. On the other side, Rs. 50 has been additionally added to the prices of snacks, lunches and dinners.

    There is good news for the passengers, now there will be no difference in the prices of tea and coffee for the passengers, who have pre-booked it or ordered those on the train, and will see no increase in the rates.

    Earlier, non-pre-booked passengers had to pay an additional Rs 50 while ordering food during the journey, even if it is just a Rs 20 cup of tea or coffee as per the previous norm of the Indian Railway Catering and Tourism Corporation (IRCTC).

    Now, a passenger on board premium trains like Rajdhani, Duronto or Shatabdi who haven’t pre-booked their meals, will pay Rs 20 for tea which is similar to the amount paid by those who pre-booked their meals. Earlier, the cost of such non-pre-booked tea was Rs 70, including the service charge.

    Previously, the rates for breakfast, lunch and evening snacks were Rs 105, Rs 185 and Rs 90, respectively while an additional charge of Rs 50 used to be levied with each meal. However, the passengers will now have to pay Rs 155, Rs 235, and Rs 140 for these meals with the service charge being added to the cost of the meal.

    “The removal of the service charge will only reflect in the prices of tea and coffee. In this, the passenger who has not pre-booked will pay the same amount as a passenger who has booked it. However, for all other meals the service charge amount has been added to the cost of meals for non-booked facilities,” an official explained.

    For Vande Bharat trains, passengers who haven’t booked the on-board services have to shell out the same amount for breakfast/lunch or dinner/evening snacks as they did when they were charged service charges, with the increase showing in the cost of the food instead of the charges.

    Commuters on Wednesday staged an agitation against the Railways at Badlapur, a distant suburb of Mumbai, demanding restoration of non-air conditioned suburban trains as authorities announced suspension of 10 AC services introduced just last week from Thursday.

    Introduction of AC services on the suburban section of the Central Railway (CR) has been facing resistance from a section of commuters. A group of commuters gathered at Badlapur station in Thane district at around 10.30 am and raised slogans demanding that AC suburban trains be replaced with non-air conditioned ones.

    However, there was no disruption in train services as a large number of police personnel were deployed at the spot. In the backdrop of the agitation, which comes days after a similar protest at another station in Thane district last week, the CR announced temporary suspension of 10 recently introduced AC trains.
